     During the 1700-1800s, the Barbary States sent pirates to capture trading ships--including those of the newly formed United States-- and their cargo. When diplomacy and tribute payments failed, President Thomas Jefferson created the first American navy to combat the pirates, inciting the Barbary Wars and further expanding America’s security and welfare to this day.
